Pusher not working as expected

Hi, I have watched a few tutorials on YouTube where the pusher or a clear brush is used to push paint around but it's not working for me. I have wet the paper as much as possible and I can push some paint around, but the flow is very limited. Any suggestions? Not sure if it has anything to do with my system, but here are the settings:
