only black ink

When I open Expresii, only black ink works. To get colors, I need to save, then clear--at this point color works. How to start new project without this issue?

If so, that seems to only happen on some 2-in-1 tablets like the Surface Pro 7. I have another user using Surface Pro 7 reporting he has to do a 'New Paper' in order to get rid of those black artifacts and I still don't know why it happens on such tablets (or thin 2-in-1) but not on other larger machines like desktops or laptops.
